    Janelle Helm has been named as the new Superintendent of Carrington Public Schools. Helm will assume this position July 1, and will take over for Kris Kuehn. Kuehn recently accepted the superintendent position at Ray Public Schools, and led CPS District No. 49 for two years. Helm has served as an Assistant Principal in Fargo Public Schools for the past three years.     Winter snows made their way back into this region as well as most of the entire state last Tuesday as fierce winds and wet snow caused a delay in spring. Snowfall in the Carrington area was measured around 10 or more inches, at New Rockford it was 13 inches and Fessenden listed 12 inches.     Drainage issues with property owned by Kelly Hagel near the new High Plains Equipment building on the west end of Carrington sparked discussion at the Carrington City Council meeting last week.
