County considers JPA with Stutsman for EM/911 services

The Foster County Commission held a special meeting to tie up year-end bills with a couple more items on the agenda.

During the meeting held on Friday, December 29, 2023, year-end bills were approved for payment.

In other business:

• The board passed a motion for the commission chairman to sign an agreement to send to Youthworks in Fargo, N.D., provided by the Foster County Sheriff, Justin Johnson.

The Youthworks programs are for runaway, homeless and street youth; juvenile offenders; youth failing in school; youth suspended or expelled from school; young parents and pregnant moms (under 22); youth arrested and unable to immediately return home; youth needing emergency care: youth needing peer support or cross-age mentoring; and youth with anger issues.

Roundy said the agreement will not cost the county any money.

• Foster County Auditor/Treasurer Ellen Roundy informed the board that she and commissioner Becky Hagel spoke with the Stutsman County Emergency Manager about entering in to a Joint Powers Agreement (JPA) with him since no one has applied for the open emergency manager/911 coordinator position.

She provided an agreement between Emmons and Burleigh County for the board to review for an example so they can discuss the matter.

She said this is still in the preliminary stages and more research is needed before any decision is made.
