Council to redesign bid process

Looking at sanitation proposals, at their last meeting, the Carrington City Council agreed to refuse all four bids to redesign the bidding process and analyze what the city needs. They also agreed to create a committee to do the work.

During the meeting held on Monday, February 14, Carrington City Attorney Abby Gereau said they need a better, more thorough bid process.

A representative of Recycle ND attended the meeting to dispute that his bid had issues.

He said he wanted to know why, at this point in the bidding process, does the city need to redesign its bidding specifications?

He said he is concerned that the other bidders know his “numbers” now, referring to the bid offered the city for refuse disposal.

The council also heard from a representative of Waste Management who spoke to the council about rebidding.

Committee Reports

FIRE:

• Carrington Fire Chief Ken Wangen reported that they helped respond to a structure fire in Sykeston.

He also talked about getting a new truck for the department.

FINANCE & LEGAL:

• Carrington Mayor Tom Erdmann and auditor Jennifer Gast read the list of positions up for election this year.

Those positions are:

• Mayor

• Municipal Judge

• At-Large Councilmember (Al Trader)

• 1st Ward South of Main (Chase Pederson)

• 2nd Ward North of Main (Troy Roundy)

• Park Board members (Tonia Erickson, Randy Hooey, and Jerome Zink)

Anyone who wants to run for one of these positions must have their petition in to Jennifer Gast at City Hall by 4 p.m. on Monday, April 11, 2022.

CCEDC:

• Carrington Economic Development Director Karlee Griffin reported to the council that the Carrington Youth Center and Central City Lanes applied for the Carrington Community Connection grant to help with the cost of the new scoring system that was installed at Central City Lanes in January.

The council approved the application with 75 percent coming from Economic Development funds and 25 percent coming from CDC funding.

• Rental lease renewal for Carrington’s Daily Bread: Griffin asked for council approval for a one year lease contract for $3,300 for Carrington’s Daily Bread. Approved.

CVB:

• Laurie Dietz visited with Wearle of Jamestown Tourism about Birding Drives Dakota.

He said he thinks that perhaps the organization should dissolve. Dietz said she will visit with Paul Halko and report back.

LIBRARY:

• During the Carrington Library Board meeting held on January 13, Colleen Sweet from Foster County Public Health attended and presented information to make the Carrington City Library grounds tobacco-free.

This would prohibit the use of any tobacco products on the library grounds (parking lot, community room.) They will also provide enforcement education, advertising and signage.

POLICE:

• Carrington Chief of Police Brandon Sola requested three new computers for the police vehicles for a cost of $12,180. Request approved.

PUBLIC WORKS:

• It was reported that there was a water break on 3rd Street South.

• Councilman Troy Roundy reported that they will be updating the water/sewer zoning maps.

• The Pipe Detectives will be in the city this summer to look at more pipes.

• The city’s backhoe broke down right before Christmas.
